I agree with you that around Tirano there is no road with 33 % slope , but I can assure you that is A LOT MORE MORE DIFFICULT to climb Mortirolo or Gavia or Stelvio that 1 or 2 km of Hard Knott……
About Tirano…Trivigno…Monte Padrio….
I have passed my youngness in those places, so I know them very well……
There are a lot of choice to ride…..
1) you can do : Tirano – Mortirolo Pass (from Mazzo-the most famous road to Mortirolo many times in Tour of Italy ) - Guspessa Pass (every year my brother in law organise in july a lunch in Guspessa pass for Alpini Corps…) - Trivigno – Aprica or Edolo……
Detail :
Tirano – Mazzo km 15 all flat and for training……
Mazzo – Mortirolo km 10,4 average medium 10,5 % - max 20 %
Mortirolo – Guspessa km 10 almost all flat because you are on the edge of the mountain
Guspessa - Trivigno km 6 easy
Trivigno – Aprica (or Edolo) all downhill…

You can climb this and then to do the one I tell you above, in the other sense……..
In this way :
Tirano - Aprica km 16 … average 6,5 %
Aprica - Lombro crossino … downhill
Lombro crossing - Trivigno…. Hard climb 9,5 % average….max 20-25 %...km 9,50
Trivigno - Guspessa - Mortirolo……easy
Mortirolo – Mazzo ….downhill
Mazzo - Tirano……km 15 flat
Then there is on the Valtellina side another road for Mortirolo Pass …is from Grosio…..
Km 14…….average 8,7 % (less hard that one from Mazzo)
